Should the US adopt Sweden's strict anti-marijuana laws that ban even advocating pot use?

I think they should adopt Holland's decriminalization, tolerance, and even permissive sale and personal use in certain licensed places without ever actually making it fully legal. It could then be grown here by American farmers. Sold here by American businesses. Taxed. And it could all be done without ever fully acknowledging it was "legal" so that the morality police could sleep at night whilst taking the criminal element out of the picture.
