My low beams on my 2001 Honda EX 4 cyl aren't working. High beams are fine. Fuses are fine. What is up?

I was changing the bulbs for the low beams and they cut off and won't come back on. Both fog lights and low beams are completely dead. All of the fuses in the car are fine. I can't diagnose the problem. Any ideas?
